Im not as techy as some of the guys on here but basically yes they are the same. The difference in the labeling could just be as simple as they way in which is has been written i.e. a different name for the same compound. Or it could be a small difference in the way in which it works. I remember the old EST Phera vol had a 3 as opposed to a 2 attatched (CEL PP has a 2) and the 2 is said to be cleaner and more effective. Anyway I know this has not 100% answered your question but Im sure someone will be on shortley.
