Check private/ witheld number numbers on phone?

Hey guys I don't think it's possible but with modern technologies/ apps etc I think it's worth to ask. Is there anyway to check who's calling from a private number ? Reason being my lady has had to change her number twice because someone keeps pranking her. We've blocked the number but they just keep ringing from a different number I believe.

My phone used to have an app which blocked unknown number automatically... it helped a lot after a break up with a girl

[If it happened twice then its someone she knows....
This. I never give out my number and only those who need to have it, have it. So if i started getting random pranks, its either someone i know, or someone i know has given it out.
