People say its cheaper to makw your own whey protein powder  ? do you mean the powder ?

As for the question I think your getting confused with a weight gainer mate. when someone comes on and says what gainer shall I buy to get big ect people usually say make your own .
i.e whey + carbs + fats ect.

I get bulk unflavoured whey protein isolate......then I add my water!

No one makes there own protein mate.
 
 as you say people do flavour unflavoured protein it can work out better value sometimes I spose but you still have to buy the flavouring i.e nesquick, coco or a flavour system.

Yes.. I would expect someone that owns a supplement store and I assume gives advice to there customers to have some type of knowledge as to how the industry works...

As per Redwings post no one (unless you own a major dairy with a whey manufacturing factory) makes there own whey protein powder...
