IMO a little early we are bearly into spring yet, you will lose less muscle by starting your cut somewhere towards end or april

Less food and more cardio. Reps stay the same. I have never cut but I am starting a big cut in april so doing loads of research. Higher reps may help you burn an extra few calories in the weights room to supplement your calorie deficit, but it won't spot reduce fat anywhere (for example people seem to think doing high rep bench press will burn fat around their chest, or 'tone' their chest specifically - this is not true). So rather than do high reps for weights just to burn an extra few calories, why not just keep your weights routine the same and do slightly more cardio?? I personally think continuing to lift heavy ass weights is the way to go because when you are cutting you're not only trying to lose fat, but you're trying to hold onto as much muscle as you can as well. Lifting heavy seems conducive to this, to my mind at any rate.

Oh and as for your original question, the only person that can answer that really is you. If you can no longer stand the sight of your belly in the mirror then cut, if you don't mind it then bulk for a little while longer - at the end of the day the longer you bulk, the better you will look after you cut!

But if you want an opinion as to whether we think you should cut or keep bulking, only way for us to tell is if you throw up a pic!

Will sort a picture out as soon as possible. Do you keep your protien intake the same or do you cut back on that aswell?

^IMO, more protein, if anything. For the same reasons as you should keep lifting heavy weights. My, admittedly limited, knowledge on the subject suggests that the more protein you are feeding your muscles the less likely your body is to start breaking down your muscle to use as energy (or something like that), so the more protein you eat the less muscle you will lose when in a caloric deficit.

It depends on your diet of course, whether you are going all out no-carb or just cutting calories slightly to get you into a deficit.

But pro-mass is a weight gainer and has loads of maltodextrin in it (simple carbs, basically sugar) which although is useful post-workout, I think should generally be avoided when cutting. Your carbohydrate intake is going to be limited enough as it is, so the carbs you are eating should be low-GI and complex (oats, wholegrain pasta, sweet potato, etc.)

Get yourself some regular whey protein and use that instead.

^^^ This... keep lifting heavy mate, like CK says, you wanna minimize muscle loss as much as possible, and keeping the weights heavy along with a structured cutting diet and addition of cardio will determine your results.
