Typical bully scenario. I don't care how you would like to dress it up.

it's a practical joke. not a bully scenario. its pretty clear that's what it is. if it was a bully scenario the guy wouldnt have laughed about it.

If that's bullying I must bully pretty much every single one of my mates when I see them. I must also be a victim of bullying.

Bullying is plain and simple.
Disguising it in a joke is how the bully operates.
The fear and terror created for the victim has no good cause, other than creating pleasure for the bully creating.
