People say it helps keep strength - have to say if you're s responder and it really does help your strength then why wouldn't you just use it constantly?

you wouldn't use it constantly because creatine is naturally created in the body and super-saturation through supplementation (theoretically) reduces natural production.

i say theoretically because out of the many studies on creatine monohydrate even when taken over extended periods of time, adequate time off resulted in natural production being restored.  there's also a supposed risk of kidney damage as they have to work harder in order to break down the excess creatine.  again there is little evidence to suggest this is a real problem but as with every supplement we put into our system, a little time off never hurts in order to let ourselves reset.
