Never heard of it, but I just tried it (with a mop!) and it felt like a shrug, but with a lot of rear delt in it too. It would be a shrug if you didn't bend your elbows, but you can raise the bar quite a bit further than that.

i was actually shruging yesterday for the 1st time in ages, i used a smith machine, bar behind me, i was shrugging but did bend mt elbows to lift further and my biceps and traps are aching from doing them 2day
