rung them up today and guess what.....

the direct debit has not been set up
i am also not on a 25% discount for living on my own

so i have to ring tomorrow to set the direct debit up (again / AGAIN) this will be the third time and then fill in the form to get the discount

(it's ok though as i have more money then anyone on here and also my daddy will pay it out of the till)

Personally I would not take his advice (as I am not so risk adverse) however having said that no need to give him a hard time as he is not far off. Over a hundred million pounds worth of council tax was written off last year that councils could not chase up.
