I believe currentlys its a bit of a "mystery" as to why its hard to shift, but i believe there are factors which have been identified which may make it harder to lose for men/women(thighs/hips). THings like, reduced blood flow, fewer hormone receptors and the fact that its the last place means we're already lean and our metabolisms are pretty slow at this point hindering weight loss even further. You'll get rid of it eventually, but the curve of fat loss takes a bit of a dive interms of fatloss over time. So you could spend weeks removing 2lbs of it, which isnt really efficent use of time IMO and would have risks of muscle loss.
