WTF is this about. I live in a place with a fair helping of tracksuit-donning, 'got a spare cig mate' chav scummers, and lately they have started shoving their (left) hand down over their presumably tiny cock and balls, usually just over their boxers but sometimes in them as well

The ones who don't do that just grab their pants with the same hand in the same area, looking like they really badly need a piss.

Has anyone else noticed this, and can anyone explain where this absurd habit has come from?

It's definitely been a London thing for quite a while - The first time I remember seeing it was by a patient in the Royal London and I had to go over and say "Excuse me, do you mind not doing that?" as it was bothering a lot of people. He wouldn't remove his hand.
