Are beans considered complex carbs?

I'm currently doing a carb-cycling diet to lose some fat (fiberous carbs for 3 days, lots of complex carbs on day 4, then repeat).

During my days where I focus mainly on fiberous carbs, would eating beans (say, navy beans) be considered complex carbs? Will they contribue to my glycogen levels the way simple or complex carbs would? One can has 3.5 servings, with 16 carbs per serving, and I usually eat most of the can at once. Thanks!

Heinze now advertise their beans are low GI. Not actually that many carbs per can though, as James says( I thought they were similar to something like oats)
