Some people bulk then cut, others cut then bulk
the only eprson who can decide is you
I'd do either
1. cut until you don't want to lose any more muscle, then bulk
2. bulk until you think you're too fat, then cut
Then choose the other one and repeat
So long as you're happy mate.
Remember, some people may sit at 8% and bulk to 12% body fat, others may sit at 20% and cut to 18% body fat ... all depends on goals etc

Amateur cage fighter @ 95 - 105kg
