Bulking, cutting, fat loss and calories

I know that a 'steroid taking bodybuilder' needs a much higher calorie intake to bulk etc, but if he has an average/low calorie intake would the human body switch to using its own energy source (body fat) to get the gains? Or would the fat remain and the muscle not grow?

I hope this makes sense

    When the body turns to using it's fat stores it will generally be to provide fuel in the form of energy. It does'nt use it to build muscle.
