Can you tone a muscle? Thoughts on this...

I was told this by someone (see below) and just wanted to get your guy's thoughts on this... I've read on hear people saying there is no such thing as toning a muscle (I'm not disagreeing)

You can tone a muscle, and siginficantly increase strength without increasing muscle size. many reps with low weight will allow for this, with a gradual increase in weight over time. Remember muscle size is not directly related to muscle strength. There is a great deal of neural factors that control strength, and these are removed with training.

Any thought on this?

    Size of muscle doesn't really match with strength.

    For example...
    The triceps are bigger than the biceps.
    Triceps cover 3/4 of your arm.
    Biceps are stronger!
