Hydration, nutrition and stretching/warm up are usually the culprits (or lack of the fore mentioned). It's really common, especially in the feet and lower leg.
Is she properly hyrdated? How is her potassium levels (a banana pre training can help)? She should also stretch and acclimatise to the water temperature by warming up in the pool.
