What are you trying to achieve? There is no best programme, you have to experiment and find what works for you.

A moderate calorie defecit with a reasonable amount of protein, carbs and fat adjusted based on activity levels/carb tolerance. Lots of veg and no processed food.

All the above combined with strength training and optional cardio.

Essentially, what both Kaneda and Johnny said.
 
If fat loss is your goal, then there are many different approaches, all of which work.  It's just whether or not you can adapt to them to the point where they are not a burden.
 
Some love low carb diets whilst others cannot function on them, some prefer intermitent fasting as it's easier for them to abstain whilst others (including myself) cannot function without food every few hours.
 
What Kaneda suggests is the most typical 'non extreme' diet and probably the best starting point for you.
 
Have a read of the diet sections and peoples weight loss journals and try something.  You won't get it right first time, but you try it for a few weeks and adjust (or try a different approach).

You can't really ask that question without giving us some information about yourself, current eating habits, previous nutrition habits, some pictures maybe. There are many different types of diets out there that all work, but for different people, its about finding a dietary approach that fits your goals and lifestyle, and one that you can stick to.
If your someone who is at the start of their health journey, you probably don't need to follow any particular approach, you just need to focus on instilling new habits within your daily routine, things like protein intake, veg intake, sleeping properly, nutrient density of foods etc etc.
