Enough to improve fitness levels?

Will I see noticeable gains in my fitness levels after doing this for a few months?

Reason: Fat loss
I am currently cutting and doing:
3-5 AM SS cardio sessions 40 mins

Reason: Fitness + calorie usage
I am also doing fuelled cardio in the evening 3 times a week:
Bike - 15 mins [hill plus] - 9km covered
Rower - 2 mins slow, 8 mins HIIT (30 secs on / 30 off)
X-trainer - 10 mins, medium intensity

On top of that (after two of my weight sessions)
Bike - 15 mins [hill plus] - 9km covered

    Yes, it seems quite a lot of work for you.

    Try and up the frequency or duration over the weeks.
