CosmicSlopp - 138lbs at her height is already quite low. She sounds like she just needs to start putting on a bit of muscle which will naturally increase her calorie burning and make her appear smaller.
Without knowing what she does now, it's a bit hard. But if she is a beginner I would recommend doing 3-4 weights workouts a week plus around 20mins HIIT and lower intensity cardio 4-5 times a week.
But the key to losing weight is diet. She just needs to adapt to a clean diet of 5-6 small meals a day and stop snacking on empty calories.
