Help Needed for Goals

Hi All,
Just some of my stats.
Bench 90kg 5 reps
Squat 130kg 5 reps
Deadlift 140kg 5 reps- bad back
OHP 65-70kG 5 reps
Bentover 85kg 5 reps
Chin Ups 10 a set.
I'm looking to add 15-20kg to my bench,squat and deadlift. I'm currently around 20% bf at 180lbs.
I've weighed anywhere from 155lbs 15% and up to 195lbs at 23%-25%, but I find it hard to shift fat from my mid section.
I'm aiming to drop to 12% to 15% at any weight. Planning on running a tbol cycle to help me increase my lifts and help achieve the goals.
Now do I do a recomp to reach my goals or a lean bulk 250+ above maintenance.
My last attempt at bulk didn't work out too well apart from increasing my lifts, in hindsight it was far to dirty of bulk.
As far as cutting my body doesn't seem to respond unless I go under 1500kcal a day.

    Cut down to 10-12%, no need for tbol just basic calorie 
    Follow a decent lifting program  
    Start a steady bulk aiming for .5lb per week 
    Follow structured strength program 
    Bulk up to a ball park 20% this should take a good 6 months 
    Track calories on mfp or other calorie counting site
    If you feel you need to add in tbol add it in when the strength gains start to slow
    On your bulk
