Both sterile water for injections and bacteriostatic water are not illegal as in a controlled substance under misuse of drugs but they are classified as a prescription only medicines (POM) in the UK. I suspect that this is simply to ensure that people are not selling poor quality crap that can endanger health, rather than to prosecute anyone for abuse.
Your local needle exchange service should give you sterile water or saline for free, and some pharmacists will often sell it if asked (even through it is technically a POM).
Note that sterile saline for injection is of slightly different (higher) quality standards than sterile saline for irrigation (commonly used in eye care).
