Low Carbs

What are the negatives of an extremely low carb diet besides lack of energy (feeling lethargic, head aches, bad moods).
Are carbs vital for keeping/building muscle?

Also, are rice cakes any good (unflavoured - eg. not Snack A Jacks)? I watched a documentary with this lad who was approaching a contest and all he ate was fish and rice cakes.
