Creatine: take 5g of it a day. It doesn't matter when, and you don't need to load it.
Whey: you take it whenever your diet is lacking in protein. There is no right or wrong answer to this. Whey is just food, nothing more. But it is useful for taking post-wo and first thing in the morning because it's basically the quickest most convenient source of protein you can have.
