A good diet, sorted weights regime, cv a couple of times a week and some dedication will allow you to do both albeit slower the purely cutting or bulking. This is especially so as you are relatively new to training- you can expect beginner gains in terms of strength and also that you body will be burning a lot more calories (fat hopefully) because of the increase in physical activity.
However don't expect results overnight, monitor your progress regularly and don't lose focus of your aims. All the effort is worth it when you see results!
