Is this on one day? ? ?

If so then i think its a bit too much.

What other body part do you train on the same day as shoulders? ? ?

thats very similar to my current shoulder routine.

3x shoulder press (upping the weight each set)
3xsuperset lateral raises / bent over lateral raise
    3x upright row

i do my shrugs on leg day generally.

12 sets is normally enough for a larger muscle group tho, so yours might be a bit too much.

drop the upright rows. i would also drop the front and side raises - heavy pressing is all you need. use push presses, mil presses, seated presses (BB or DB), arnold presses, whichever you like best.

shrugs up to you. some find their traps work enough from e.g. deadlifting.
