Tablet for technophobe

So... my mum is nearly 70, and a technophobe. I am not far behind her in the technophobe stakes 
 
She's seen my brother's Tablet, and is convinced she wants one for herself, for eBaying, online gambling, general old lady activities  I was going to buy her one for Chrimbo but can see how this one goes already -I buy it, she can't use it, and it sits in a drawer gathering dust for the rest of eternity 
 
If I get her one -how can she get internet access for it? Can she use a PAYG Dongle? Or, does she need home broadband/wireless?
 
She doesn't have a contract mobile, and I can't pick up anyone else's WIFI when I'm at her house  so wondering what her options are to make this as painless as possible.

Ipad with 4G my mum has one she's 68 and loves it. Very intuitive.

What's the significance of the 4G? Does she still have to get internet access?

Apple stuff is like fisherprice - easy and intuitive. When I got my parents into using a computer I bought then an iMac and they took to that like putting a square peg in the square hole. 
 
So iPad with a PAYG sim that does 3G or preferably 4G if you have that available (ask a phone shop in your town)
