Trying to bulk but getting too fat?!

I stopped my cutting diet back in November - January then started it up again fron April - June... I started bulking now but I feel fat and non-muscular... strength is increasing slowly, but I feel flat and just fat.

I would really like to be lean enough to actually see a six pac, but I feel this is just a pipe dream after training for 4 years. I lost a lot of fat and gained more muscle, but I am never in any good state.

I still have too much fat around my waist and I just can't seem to shift it, even after sticking to a clean diet plan for the majority of the year.

Bulking diet -

1 : museli
2 : chicken + pasta/rice
3: fish + pasta/rice
4: protein shake
5: fish + pasta/rice


on the cutting diet

1: protein powder
2: chicken + salad
3: fish + salad
4: protein shake
5: fish + salad

this is the ideal plan anyhow, I drink lots of water and tend to stick to it. I sometimes do cardio in the morning, after taking the shake, but I do not feel lean...

I seem to be carrying a lot of water and fat still?

    what is training like?

    the questions can go on and on of why you are not building

    the amounts
    - about 200grams of pasta or rice, - a handful
    - about 200grams of chicken and fish -
    - fats come from tsp of olive oil, a 50g chunk of cheese


    I am 5ft 7, 23 years old, approximately 13st/ 83kg

    max bench press on smith - about 80kg for 4 reps
    max hammer - 100kg


    I train in a gym, a fitness place mostly - fitness first

    PWO shake usually straight after training

    I have fruit often - mango, bannanas and oranges mostly
    vegetables with most meals.
