If you are looking to build yourself up then you need to eat more. Go no more than 3 hours without consuming some quality protein. Eat carbs depending on your energy requirements.

You have lost weight as you are expending more energy now you are training and you are eating, what look like, less than my boys eat in a day and he's only 18months old

Now if you want to lose some BF then fine, you need to restrict your calorie intake (generally done thru carbs) but you still need to eat little and often.

If you want specific advice lay out your typical day with times for waking, meals, training and sleeping

If loose weight and build muscle is what your trying to do then just by dieting you'll have to sacrifice some muscle. How much depends on how much you've cut the calories and essentially your protein intake. Try make sure you consume enough protein to minimise muscle breakdown.

Hi, I'm sorry but I'm not educated enough on the diet side of things to be able to advise you on essential protein levels. Perhaps you should post your whole diet in the "Diet and Nutrition" forum? If you tell everyone what you eat and how you train, more knowledged people will be able to respond and help you.

I would personally say, to lose the stomach and 'man boobs', concentrate on cardio and forget about the weights for the time being. Again keep your protein intake reasonably high. Try make sure you have protein with every meal.

If you do your research you will find that simply 'starving' yourself is not the way at all. If there's a large drop in calories, your body make think Famine in which case, the majority of what you eat will go toward fat storage.

Just do plenty of cardio, and eat well. What and when to eat can be explained to you in the "diet and nutrition" forum.

Don't neglect your weight training, even if you are cutting. Weight training remains a constant, whether cutting or bulking. Its you diet and level of cardio that changes. 3 weeks isn't long enough to see any real change mate. Having the body you want is a long-term thing and requires dedication and patience. Stick with it and look ahead to this time next year.
