iphone 4s: SIM not activated or does it need unlocking

My old Huawei has been acting up and my wife's BFF has just got an iphone 6 so sold me her 4s on the cheap. I swear she said it was unlocked, I definitely asked and if it wasn't I probably wouldn't have bothered. However, trying to start it up (after she's cleared it all down so it has to go thru the initialising set up) it's telling me that the SIM is not valid by this carrier and that it needs unlocking.
 
Now, the SIM hasn't yet been activated (my old phone has the large one so I had to order a micro).
 
Could this just be a default instruction due to the SIM not yet being 'recognised' as active or does it seem like it does actually need to be unlocked... if so can I get it done without it actually being operable ATM.
 
(Tad annoying as once the transfer is done I will have one sim stopped and one in a phone I can't use LOL)

    OK, never mind. I just spoke to her and she asked O2 if once her 2yr contract was over whether she could use any SIM in it, to which she remembers being told 'yes'. She therefore assumed it automatically became unlocked which obviously it doesn't so it will still be tied to O2.

    Is she still in contract with o2? If so she only needs to fill out this form and they will do it automatically (can take up to  a couple of weeks)

    Don't say that, I read it can take UP TO 72hrs... a week is a joke, especially as I've already switched the number over to the new sim so I now have no phone LOL, altho I guess I can transfer it back again for the time being (can you do that, it says to make sure it hasn't had another number registered, but it hasn't had ANOTHER number registered, only my one that I want back on it)

    Just use a sim adaptor to use your new sim card in your old phone until the new one is unlocked.

    Well last time I did it it only took few days, but I'm sure it said up to two weeks on the form. 
     
    The o2 unlock is tied to the account, so the number on the form would have to be the o2 number that the account holder has. I don't think the phone even needs to have that SIM / number in it, the unlock goes out via Apple servers and with find its way to your phone over any network I think.

    All sorted, albeit a faff.... phone was unlocked this morning. Only then I found out she hadn't removed it from her itunes account so I still had to get her to do that before it would set up. So other than my laptop not being able to install iTunes due to 'errors' we're golden now (altho I'm hoping 3rd time lucky)
