peter cisco workout

i was at the gym last night and a saw 2 guys working tris on the smith machine. the weight was quite high, but the overall movement was only about 4" in total.

apparently this is a workout by peter cisco see -

has anyone else come across this before as it seems a load of c#@p to me and i couldnt understand who anyone could grow doing such small movements. the chest workout that these 2 guys do is flat bench, 3 sets of 8, with a 4" movement and thats it until the following week. he says that he has got stronger in the 3 weeks of doing this workout and his 'full movement' bench press has increased by 20kg. i suggested that it might be because he has had a 3 week rest.

does anyone have any views on this? am i just not seeing the benefit?

    THERES LOADS OF PEOPLE AT MY GYM WHO MUST BE FOLLOWING THIS METHOD OF TRAINING, I JUST THOUGHT THEY WERE ****ING IDIOTS BUT I GUESS I MISJUDGED THEM.
