toning routines useless ???

I, like so many other people, always separated my training into two categories, bulking and toning.but i recently came accross a website called teenbodybuilding that had some bodybuilding myths on it. on of these myths was that toning routines for getting ripped do not work as well as bulking techniques with increased cardio.
it made sense to me coz it explained that in order for muscle to be visible it must portrude, i.e big muscle i.e bulking. but there must also be less fat to cover it. the conclusion is that if you do toning style weights, although it assists fat burning, the muscle will not get any bigger and getting ripped is less likely to happen. whereas bulking style weights make muscles stick out more, then just use increased cardio to get rid of fat.
it made sense to me, what do you guys think ?[^]

    It's easy really
    Train heavy with weights: get bigger.
    Reduce fat, by diet and/or cardio and/or increased musclemass: look ripped.

    'Toning' routines, such as lots of isolation exercises with low weight and high reps don't do a great deal at all. They don't give you a significant amount of muscle growth and they down give you much of a cardio session either.

    all u mean by toning is losing body fat to see definition. That is all down to cardio and diet
